As the world gears up for the 28th edition of the Conference of Parties (COP28) on climate change, scheduled to take place in Dubai from November 30 to December 12, 2023, anticipation is high for decisive actions and collaborative efforts.

Defining COP28

The COP conferences, which address the pressing problem of climate change, have developed from small-scale events to the forefront of international diplomacy. Nations gather at COP28 to discuss policies, evaluate progress, and deal with the growing environmental crisis. The conference, which has India as a major participant, intends to expand on previous agreements and create new avenues for a sustainable future.

Diplomats from nearly 200 countries, and many heads of state and government, will gather to try to draft a plan to accelerate the global transition away from fossil fuels because burning them is dangerously heating Earth. The two-week conference is convened annually by the United Nations.

India’s Stance at COP28

India, the third-biggest greenhouse gas emitter in the world, will have a significant impact on how COP28 turns out. New Delhi has evolved over time from being a silent observer to a vocal proponent of the concept of Respective Capabilities and Common but Differentiated Responsibilities (CBDR-RC).

“While the COP28 focuses on accelerating climate action and fast-track progress, it is still clear that the transition to a clean-energy future is not fast enough. One of the main reasons is access to finance – which, according to the latest IPCC report, needs to increase 3-6 times to meet climate targets. Considering the historical emissions of developed nations, this principle emphasises the need for an equitable distribution of the burden of climate action.

India’s Commitments and Initiatives

India’s priorities for COP28 will revolve around building on the positive momentum gained at the recently held G20, including focusing on tripling Renewable Energy capacity by 2030, developments in green hydrogen and the need of low-cost finance for energy transition. Additionally, India will focus on accountability and more ambitious climate mitigation plans from the wealthy, developed nations.

Historically, 23 rich countries which account for 12% of global population have been responsible for 50% of global greenhouse gas emissions.
India has made significant strides in RE sector, where it had committed to 500 GW capacity by 2030. The actual RE capacity in the country was 172 GW as of March 2023.

Still, a number of challenges remain in India’s bid for transition to renewable energy, including energy storage technology, Grid integration, Financial barriers and dependency on fossil fuels.

Though India remains one of the fastest growing markets of renewable energy, it still remains largely dependent on coal to meet its growing energy needs. The government has decided not to add any new coal-fired plants in the recently formulated National Electricity Policy (NEP), apart from the ones already in the pipeline but it has clarified that there are no plans to phase out old coal-based power plants before 2030.”Mr. Gautam Mohanka CEO , Gautam Solar

India’s Nationally Determined Contributions (NDCs) demonstrate the country’s commitment to sustainable development. India has committed to reducing emissions intensity by 4% and increasing the amount of electricity generated by non-fossil fuels to 50% by 2030 through the submission of two NDCs. Furthermore, India wants to use afforestation to generate 2.5–3 billion tonnes of carbon sinks.

Beyond the official COP talks, India has led international projects like the Coalition of Disaster Resilient Infrastructure (CDRI) and the International Solar Alliance (ISA). India’s proactive approach towards addressing climate change beyond its borders is exemplified by these initiatives.

India’s Red Lines

India is bringing strong red lines to COP28, highlighting its preference for reducing emissions intensity over absolute reductions in emissions. India declares that it will continue to rely on coal for power production for at least the next fifteen years, rejecting the idea of shutting down coal-fired power plants right away. Since the agriculture sector produces a large portion of India’s emissions, cutting emissions there is not negotiable because of the possible effects on food security.

COP28: A Platform for Diplomacy and Business

There have been questions raised by recent disclosures regarding the UAE’s intention to discuss fossil fuel deals during COP28 meetings. Document leaks indicate commercial talks, which could jeopardise the integrity of the conference. The UNFCCC warns against the pursuit of global climate goals being hampered by personal interests and highlights the COP presidents’ duty of impartiality.
